SPACE MINISTRY CIRCULAR 2063/20                   15 February 2063

TO ALL CITIZENS OF THE UNITED KINGDOM,
SUBJECTS OF THE BRITISH SPACE EMPIRE AND
ALIENS UNDER BRITISH PROTECTION :

  1.  An unmanned scout sent by HMS Vigilant has confirmed reports
      of a hyperspace minefield surrounding Earth.  De-mining seems
      so far impossible.  The advisory for all vessels to avoid
      leaving or entering the Solar System remains in force.  Advice
      shall follow.

  2.  As a result of the crisis, Parliament yesterday passed several
      emergency laws.  The Space Navy (Emergency Powers) Act 2063
      (2 & 3 Vict II c. 4) gives the Royal Space Navy the power to
      impose martial law as it sees fit, for the duration of the
      crisis.  The introduction of Responsible Government on the Crown
      Colonies of New Antarctica and Livingstone planned for next month
      has been abandoned, and they shall remain under the control of
      their respective governors.

  3.  The National Service Act 2063 (2 & 3 Vict II c. 5) will, if 
      activated by the Secretary of State, institute conscription
      in the colony worlds.  It is hoped that it will not be
      necessary to introduce this.  Therefore, the enlistment of
      Subjects and Protected Aliens is strongly urged.  Your
      country needs you.
  
  4.  All Subjects and Protected Aliens are reminded of the trade
      boycott against the Galactic Coalition, who are now thought to
      have laid the minefield in retalation.  Her Majesty Queen
      Victoria II has reminded me of the importance of this, and I
      remind you of the Trading with the Enemy Act.
